Please clarify;

Are you talking about the glowing lines which trace outlines on the models?

Or about the drop down swivel name plates with pointers?

Looks like something custom made in Motion or AE. Motion could create this easily. As for a template, good question. Maybe check the library at MotionVFX or some other place like that.
