I've been searching and searching and was wondering how I can achieve this effect on a film or anything similar to it? I appreciate it, and thank you in advance!

You could easily get such effects by using the internal color correction feature in fcpx but if you want to use plugins, check this:
store.pixelfilmstudios.com/plugin/prohue-plugin
Give also a look to PROFILM, PROTO and many other from pixelfilm studios.
