simple, just rotate your frame (no plugin needed in FCPX) - then you can expand it to fill the new frame if you want
select your clip in the timeline, then click the little blue transform button, a box will appear around your frame in the viewer (make sure you are viewing about about 50%, hover your mouse close to the corner until you get a rotate arrow, then go nuts (by that I mean, have fun with it) hehe |

There's an effect in Motion that does what you want, so I've published it as a Motion template so you can use it in Final Cut Pro.
Download it from www.alex4d.com/plugins/fcpX/Offset_a4d.zip Put the 'Offset a4d' folder into Motion Templates/Effects/Alex4D |
