Tweak the following as you wish, but the basic building blocks of the effect are as follows.

1- Place the main video (background video) in the Primary Storyline.

2- Above that you'll connect the video clip you want showing inside of your text.

3- Above that you'll connect the Title Template clip you're going to sue for your text. Try the "Dramatic" template inside of the Build In/Build Out category.

4- Select the Title clip, F4 to open the Inspector, in the Video section find the Compositing block. Set Blend Mode to Stencil Alpha.

5- Select both the Title clip and the video clip now showing inside the text, together. Option-G to put them into a Compound Clip.

Done.

Lagniappe; Since the "Dramatic" title moved towards the background, to make it come to the foreground, either select the Compound Clip, and from the retiming menu in the tool bar chose "Reverse Clip", or right-click Dramatic in the titles template Browser, "Open Copy In Motion" and change it up there as you wish.
