two letterboxes, one bigger and one smaller layered on top of each other. Or use the trim tool and make one set of footage bigger and one smaller. May be easiest to do all editing first on both set of footage and make two compound clips of each one......then trim one bigger and one smaller. Or in some cases leave the background footage full size and then layer other footage with a letterbox effect or trimmed on top. Thats just my two cents
Hope it helps. And now that I look at the video again it seems like they may have split the background and repositioned so as to appear to stretch the background scene which would require 3 layers......There is prob a much easier way but I'm not a pro..........yet

Here's an effect that will do the band thing for you:
What's happening in the video is that the stuff in the top and bottom bands is simply split down the middle then moved apart. Use this effect to move the two halves away from each other, there's a slider to control the amount you want to use. Then colorize the footage using the Colorize swatch.
The simply add this footage as a layer above your centre images which you will need to turn black and white if you want the exact same look.
Hope that helps.

Not essential to compound the footage, though it's not a bad idea.
But don't forget that you can easily copy and paste any effect (Cmd C/Cmd/OptV), including this one, so you could do it that way.

On top of your main clip, put what you want in "red" on top of it (Connected Clip). Add the Colorize effect to it (in the Basics category). Adjust the tint you want it to be.
Hold the Option key while you drag the connected clip up, which makes a copy of itself, on top of itself. With this copy selected, use "V" to mute it.
Select he original Connected clip in the Timeline.
In the Inspector pull the Crop Top to 50%, and pull Transform Position Y down to about -25.
Select the copy on top of this original connected clip.
Un-mute it with "V".
In the Inspector pull the Crop Bottom to 50%, and pull Transform Position Y to about 25.
For more fun, play around with the Blend mode of the "red" clips at the top and bottom.

I just did this up really quick for fun. It's an Effect plugin, has a ReadMe file telling you how to install it, use it, etc.
