using replicator to make circle using bezier line

Not sure if I'm attempting to do this correctly?
I'd like to get the lines to be symmetrical, like the hands on a clock.

You're not starting with a perfectly straight line, you're drawing your original line at an angle.
Select the Line tool, hold the shift key, click and drag down to draw a perfect verticle line.
Now your Replicator should work fine.

You could make the original line visible again, straighten it, but I find that's usually a royal PITA and almost never lines up perfectly. So just start over and draw a proper verticle line.
