Aliasing with a png

So my client wants lots of little logos popping up randomly on a map.
I use motion and a emitter and it looks great, I used a small png logo 300x300 pixels all is ok.
He then sends me a new logo, its a lovely png 1400x1400 pixels - a series of concentric circles like a bull eye with a bit of text.
They are way too big so i use the scale control in the emitter to shrink them down, but they now look horrible, the circles are staircasing. I randomly tried different sizes but they all look crap.
Any suggestions

Scale them down in a graphics app like Pixelmator or Photoshop, save it out in the native size you need.
As you probably know, scaling things up cause them to alias and pixelate quickly. Well, shrinking things does the same thing, just not nearly as fast as scaling up.
The other thing to try is, scale the original object layer, not the Emitter Cell.
Also, verify in the Render menu the quality and resolution you have set. If it's draft, and/or dynamic, Motion may show low res objects just to get better playback.
