"Motion Blur" on Project Properties?

"Motion Blur" on Project Properties? was created by rhoydotp
Can anybody help me in understanding this property and how it affects the project in general?
The explanation on the manual seems simple enough but it doesn't go into detail for me to understand it better.

Thx

That is all the information there is about motion blur. When an object in a layer moves across the screen, you can control the blur Motion gives it. Those are the parameters and what they do. Not much else to say. I'd suggest you draw a circle and a square, keyframe them to move quickly across the screen, for a very short duration. Then experiment with the Motion Blur parameters. Best way to grasp what it does.
I will not blur movement inside of a video clip. It only blurs the object in a layer. If a video clip moved from point A to point B across the canvas, the whole clip would have motion blur. But just one item inside of a video clip (since it is all baked in) won't blur.

This is exactly what I was looking to confirm, thanks BenB!

Look at the Time filters, there a one or two that do this.

Not entirely true. If you adjust the Shutter Angle of the Motion Blur parameters in the Project Properties higher, you can see motion blur on the movements inside a video clip. This has bitten me in the past.
