Ive been looking for a "slow mo" template for FCPX but im unable to locate a free one, just wondering if anyone knows of any out there. Im hearing that "Twixtor" is an awesome one but its also $300.

It is a function, not a template.

"Modify" menu, "Retime" sub-menu.
