I can't find any way to manually set the end video size. I've tried everything. I need the end result video to be 720x480 29.97 frame rate.

It's just a simple commercial with pictures, music and voiceover, no actual video.

Thanks in advance.

What are the exact project properties you're exporting? How exactly are you exporting? What does the movie inspector of the QT player say about the exported file?

I think you're seeing the results of the Quicktime Pro aperture setting. See this document:

I believe anickt is correct. If you have quicktime 7 installed, open the file in QT7 and export using current settings and then select the compressor native encoder, which will default to 720 x 480. You can also use compressor directly to do this.

Did you move the images directly from Aperture or iPhoto into the timeline? I had the same issue yesterday myself, but had the images exported as 50% tif from Aperture and imported them from a thumb drive (don't ask). It didn't bother me much at this point, as I just needed the sequence for a Motion project - was quicker to build in FCP...

Thanks for the hint with the QT Pro Aperture settings. Seems FCP X doesn't recognize DV's 0.9 pixel ratio for images.
