There are specific locations the plugins must go into and the whole folder (which contains the effect, transition, title or generator along with the png images, and media) must be placed as follows:
Movies/Motion Templates/Generators (most likely for your split screen effect).
Place transitions in the transitions folder, effects in effects folder, etc., etc.
If you are not sure you can open the folder and look at the extension.
.moef = effects
.motr = transitions
.motn = generators
.moti = titles

sory for all the extra questions..when you say "place" u mean import?i tried to drag n drop like for example i download the 4 way split screen try to drag into my effect it just goes back up to the desktop. i tried to import but the pictures from within the files pop up. i added the crumple pop free split screens and somehow that popped into my generator magically. :dry:

Motion templates come in folders. The folders come with a Motion file and a png or two plus a media folder. They can also have a QuickTime movie. Final Cut Pro X expects the folders as a whole to be stored in specific places.

Some effects suppliers build installers that put the folders in the right place.

If the effects you'd like to use don't come with installers, I suggest you use the freeware / donationware Motion Template Tool application from Spherico. If you drop an unzipped motion template folder onto MTT, it will install it in the correct place.

Yes, Alex4D's recommendation uses a recently provided free template installer which makes this easy.
To answer your specific questions, if you want to do it manually, you would drag and drop, not import. When you download the file, it will automatically unzip (usually) and trash the zip file for you. In your download folder you will find the effect folder with it's contents intact. It is this folder that you would drag to the appropriate subfolder in your motion templates folder (as per the path I noted in the earlier post).

CrumplePop may use its' own installer which is why you have success with that showing up.
