I just updated to Ventura 13.3.1 - and now my FCP will not open. It gets stuck partway through boot up. Anyone else having this problem?

Unfortunately everybody who has third party AU plug-ins in their system library. Hopefully an OS update or the FCP update in two weeks will fix this.
