This functionality is available with SimonSays.ai, which can output compatible XML for both FCP and Premiere.

Inexpensive AI transcription, and a 'video assembly' mode for rough cuts.

Descript can export XMLs and works like this, but I'm hoping this is integrated into the next FCP release
