Exported Video - Pixelated first couple of frames was created by clandon17

When I export a final video, h.264 or pro res, the first couple of frames are pixelated. Ive tried everything and nothing seems to fix the issue. Im not using any crazy effects or anything out of the ordinary. Its only the first 4-6 frames and looks mushy and pixelated, and then goes away.
