I'm wondering is anyone else having problems making proxies on import?

After trying larger imports that all stalled, I changed to a much shorter import and even this has stalled, when creating the proxies on import of 4k footage.

What does seem to work is to import footage first and create the proxies after.
Creating proxies on import just doesn't seem to work for me..

(While the above is generally true, on this import it seems to have just been one file that won't transcode)
