Well, the first question is why would you want to. The second question is what parts of FCP won't work on Windows.
Anyway, this video shows it is possible to fire up Final Cut Pro when running Virtualbox on an Intel PC

I'd like to see someone fire up Parallels, run Virtual Box within that and run Final Cut Pro within that. How many emulated layers deep can you go and still effectively edit a video? Would be a fun Youtube challenge to watch.
