Hi; I just mistakenly shot some rather good footage at 29 fps rather than 29.97. I think I see a slight stutter in the footage, but, cannot seem to get FCPX to set the project rate at 29. Am I seeing things and if not how to I set the Project rate to compensate?

You cannot set FCP to a non standard frame rate, however if you set it to 29.97 fps (or even 30fps), then select your clips in the timeline and in the retiming menu choose "automatic speed". This will force all the clips to playback at 29 fps, in your case (or whatever the originally shot fps was). The very slight increase in playback speed when you export will be literally unnoticeable.
