How do you fix "dropped frames" on export?

by Question3
The reason why I have the word "dropped frames" in quotes is because whenever I see dropped frames examples there's usually black frames. In this case, it looks like "stutter" frames. The stutters are also inconsistent. They change every time I export. Sometimes it's going on a lot, sometimes it's only here and there, but it happens none the less.
If you have a look at this video, you'll see what I'm talking about:
Here are my specs:
-MacBook Pro (13-inch, M1, 2020)
-Apple M1 16GB
-MacOS Big Sur 11.1
-FCP v10.5.4
-ProRes 422HQ 4K footage on 1080p timeline. Original footage is fine.
-OWC Thunderbolt 3 Dock
-Exported to external Samsung SSD
Plugins used:
-Colofinale 2.4.1 grade on clipFCPEffects Skin smoother
-Audio effects on track (even though I’ve disable the audio tracks for the clip I still get the dropped frames)
-Audio effects from Waves (WLM)Acon Digital Denoiser, DeVerberate
Tried exporting: PR422HQ, H.264 as an .mp4 and .mov. Any suggestions on how to fix this is greatly appreciated.

I edit drop frame video for TV broadcast and have never seen a "black frame". Just saying...

There’s no black, just missing frames in the video.

Ok, so now we’ve especially established the proper name of what’s going on with the video, what possible solutions could fix this? What is causing this?

Did you try without the plugins?

So I've ran a few tests and I think I have it down to a plugin I forgot to mention which was Neat Video Denoiser. It was in the level above in the Group Clip for finishing. I'm still running a few tests though since the frame issue was intermittent so it's taking me longer than expected. I've cleaned up the project as best as I could and running a minimal amount needed. CFP is quite resource hungry. It helped to clean that up a bit, but it kept happening, only reduced. That's why I think it's the Neat Video plugin.
I'm reluctant to update my OS and FCP since I'm in the middle of a client project but that may have to happen.

Don’t update to the current FCP version. Try using the built in Noise effect.

I’ve tried using it but it brings my computer to a grinding halt to the point where I can’t tell if it’s just thinking slowly or if the SBOD is going to be there forever making FCP non responsive.
I’ve found a tutorial that looks like it may fix the neat video issue but I’m not sure if it’s the same thing or not. It’s called “repeated frames”. I’m running a test right now.
