Obviously 16 seconds of dust won't cover 10 minutes of video. You could retime the dust but then you'll end up slowing it down so much for 10 minutes, it won't look like it's moving at all. Or you could repeat the dust clip, but dust rarely is coherent enough to loop seamlessly.

Cross fades could possibly work, but then you're using up to 40 copies of that dust clip, and the cross fades repeating every 16 seconds will become way too obvious.

Is the 10 minutes one single clip? Or is it several clips edited together?

You may want to look at MotionVFX's dust collection, as their clips are much longer than what you have. I'm not sure what you have now. Where'd you get them from?

Get longer dust clips. That's about all you can do. There's no magic "make 10 seconds last 10 minutes" formula.

No, can't be done, without the video being so slow it looks static.

1- Find longer dust clips you can overlap.
2- Mix up what you have, cross fade them, loop them.
