If you're not retiming a clip, there's nothing to "optical flow", you just have your original frames in the original order, one after the other, nothing in-between to tween. What would OF do?

If your media frame rate doesn’t match the project there is an optical flow in rate conform.

I needed to use OF one time for some reason. Maybe it was to smooth out some poor camera work. or something. Anyhow, I retimed to something imperceptible like maybe 97% and it did the trick enough so that I was happy with the outcome. Even if it has audio it's not likely to be noticed by anyone.
