I'm looking for a map template that can be used to highlight, point to, raise up, shadow, etc... 
I found one over on motionFX but is only historical looking maps. Any suggestions would be appreciated!

You will probably have to create your own. I've looked for this sort of thing in the past and never found anything pre-made.

The Maps 2.0 plugin from LenoFX might work for you: lenofx.com/products/maps

Also, Ripple Training has 2 plugins, RT Flyers: www.rippletraining.com/products/plugins-ripplelive/rt-flyers/
and RT Paths: www.rippletraining.com/products/plugins-ripplelive/rt-paths/
that allow you to import your own maps or images.
