Basic title text size appears different

I was not sure how to word that subject. I am doing a project that is almost exclusively still images.  To explain the upcoming images, I am using Title text in the timeline. In several locations that involves several bullet points and a line or two of explanation text. For readability I often have to use two pages. One page has three and the two bullet points. 

I format the text size and line spacing and used the same font size on each page. However they look different one is noticeably  larger than the other. I made sure there were no blank lines at the end of the title frame. So I have to adjust the size to get them to look the same. But it is a constant adjustment.

Sometimes I duplicate a title frame and edit the duplicate. Not sure if that has any bearing on it. 

I have to make 5 projects covering each of the issues shown in the attachments so I want to save time micro adjusting the text sizes. So I am hoping to learn how to address this.

Does anybody have some experience guidelines or tips to make the sizes consistent?

From the pictures it looks like one is 37 point and the other 48.

I was aware of that. To me the font sizes look the same but at different font sizes. I guess it was my eyes. I changed the 37 to match the other and they do look the same. 

It must be one page has more white and orange text and that was throwing me off.
