Hi All, I was asked to deliver out master with a PSE certification.
Specially: Programmes for file delivery must be tested using any file-based PSE device such as Vidchecker that meets the guidance given by Ofcom.
Never done this and wondering if it would be a reasonable priced software to buy to analyse my master file (Video and Audio) and that software pointing out errors. Or do I need to send it to the experts?

PSE Certification is a Harding test. There are a few websites that allow you to upload a video for testing
www.hardingtest.com
I think Vidchecker now runs in the cloud as well www.telestream.net/telestream-cloud/quality-control.htm

Thanks Peter. Do you know of any software solution so I could test locally?  High speed internet is still a problem here in Aus. Cheers, Carsten

Yes w R128 you could help:

They want:
All full mixes must be mixed to comply with the EBU Recommendation EBU-R 128:
Programme loudness -23.0 LUFS ± l LU

Is there a test plugin or program?

Yes - this is what I use when I haven't got an external meter
www.klangfreund.com/lufsmeter/
Make a compound clip & apply
I'm quite good at -23 LUFs though now, once I have the volume set and the 'loudness' in my head, I can get it pretty close.

Great plugin, great tip!
Because I haven't done broadcast deliveries for so long now I'm getting a little confused by the following.
After I played through my program the LUFS meter I get the -23 overall. Great. BUT my true peak is something of -4.81. I kind of remember that my peaks shouldn't be above -10 dBu?
Am I looking at this the wrong way?

The maximum true peak level permitted by R 128 in production is −1 dBTP. Which is actually quite loud if you are normally used to looking at PPMs. However you can't do it for long as you won't make -23 LUFS at the end!

Also for prerecorded stuff, not live I think the merging for R128 is + or - 0.5 LUFs.

Live shows or close to to air can go + or - 1 LUF
