blade won't cut at the playhead....

does anyone know why I have this shaded area either side of the playhead? I haven't seen it before the new update, obviously something to do with locking to the frames, but I can't precisely cut where I want to. The blade tool will not cut at the playhead anymore. is there a way to turn it off? I've tried toggling the snapping and it make no difference whether or not im using the magnetic timeline.

The shaded area is a single frame of video. You’re Zimmer too far into the timeline. Video can only be cut at frame boundaries, not in the middle of the frame. Audio can be edited more precisely.
