How to restore old DVD black & white was created by pszilard

Hi people. My customer has a bunch of Black & White broadcast programming, that was converted from digital Betacam. Client has copyright license to use, but we need to clean up the DVDs. The problems are tiny vertical white lines flickering. I have Neat Video - is that the best or can anyone recommend any better alternatives?
