Unable to apply Ken Burns effect to all stills on timeline was created by hiphopsuperman

For some reason, I am only able to apply the ken burns effect to the first clip on the below screenshots. When I select the second still image, I am unable to apply this effect. What would cause this? Thanks

To be able to apply the Ken Burns effect to a clip, your clip needs to be selected and your playhead needs to be positioned on that clip.

Clip selected but no playhead on the clip: no Ken Burns option.
