Since November my clips I have imported into FCP 10.4.7 have had artifacts in them. I started a new projects a week ago and noticed that the clips I imported into this project had them also. I noticed that 10.4.8 says it fixed a problem with FCP and artifacts. Do I need to start the project over in 10.4.8 to see if this eliminates these artifacts

You should be able to simply launch 10.4.8 and then load your existing library, since the specific issue you mention was a bug in FCPX and not your clips. If this will be the first time launching FCPX 10.4.8, it's best to do that while holding OPTION and COMMAND keys to clear preferences so that no issues from 10.4.7 creep in to the new version. Then load your library that has been experiencing artifacts on clips and see if that helps. If it doesn't, then I would suggest importing a few clips to see if the artifact issue is resolved, and if it is, great, and if not then maybe you do in fact need to redo the project under 10.4.8.

The 10.4.8 release notes simply say: "visual artifacts appearing on a Mac with an Nvidia graphics card that has the Reduce Transparency accessibility preference turned on."

Do you have nVidia grraphics? Do you have the Reduce Transparency enabled? Can you turn that off and see if it makes a difference? If not this implies whatever you are seeing is not that problem. If that doesn't fix it please post a screen cap of what you are seeing.
