FCPX duplicates raw files when linked to library - overloading storage space

I am currently using "In Library" for our media storage location, which works but has limitations. When I select "choose location" for the media, FCPX automatically makes two folders and creates a copy of the raw media files in each - the results are bit-for-bit identical copies of every raw media file. Why does FCPX create multiple copies of the same file? And how can we stop it?

When testing with various media including ProRes RAW, I don't see that behavior on 10.4.7 on Mojave (all using HFS+ or APFS partitions).

If you define a new media storage location then consolidate it should move all in-library media to that external location, then all subsequent "copy" imports (vs in-place) should go there.

In my testing importing redundant files does not create another copy in the storage location. Is it possible you are not using HFS+ or APFS and the media is on an ExFAT or network drive? What version of FCPX and MacOS are you running? What type or RAW files are these?

You may have hit the nail on the head, Joema! Yes, we are working from a network drive. It was set up to FCPX specs, but networking is a little above my expertise. Why would this cause the duplication issue? Is there a way we can resolve it while still working on a networked drive?

We are using 10.14.6, FCPX 10.4.7 and the files are from Canon C300. This issue has persisted for many versions of MacOS and FCPX however, and occurs with all file types. It is the sole reason we had to set up FCPX to save media "in library."
