I think this has been the case and continues to be the case but I just wanted to check it happened to everyone else and wasn't a bug.

When I'm playing audio final cut pro shows the audio waveforms within the window. When I scroll forward (with the playhead moving) the waveforms don't appear. The moment I hit the spacebar and stop playing they do.

Is this normal?

Yeah, that's just how FCPX handles waveforms. Same thing if you zoom in/out while playing as well.
