STAR LIGHT EFFECT ON FCP??

hi is it possible to create this effect through fcp without using a filter lens for it? this effect in the video - if so can you direct me in the right way please? thanks

You could use two instances of "XEffects Flare lights" and have them perpendicular if your images has the appropriate multiple small reflecting material in the background.

… to add more 'glitz', keyframe/animate some parameters, such as Angle.......
