What I could do is export a time lapse from a bunch of images and then apply the Ken Burns effect after importing that output again. But is it possible to do this at the same time?

It would mean to apply the Ken Burns effect across multiple items.

You could combine the items into a compound clip in the project and apply the Ken Burns crop to the compound.
