Question on Optimized Media was created by Struggling_Editor

Does the use of optimized media affect only the playback during editing, or does the use/not-use of optimized media impact the final output also?

Only playback, really. It could give better playback, depending on the codec of the original. Original media gets copied to the Library at most, which is zero image degradation. Export shouldn't be an issue from original meal. Just one generation of transcode.
