export ProRes 422 HQ not broadcast safe

Hi Im working in FCPX 10.3.4 and trying to export a 1080i HD 29.97p Apple ProRes 422 HQ but even if I use the broadcast safe filter I will export with whites over 100 and blacks under 0
if I check the waveform while paused its ok but when I press play everything goes out
Any help will be greatly appreciated, THX

First, HQ is overkill for HD media. Second, what "Amount" do you have the Broadcast Safe effect set to?

Change the viewer setting to "Better Quality".
