De_interlacer…
De_flicker is, imho, something very different, and $$$ so no first-hand recommendation:

You can try before you buy as well, go for it.
Beware, it can can be a burden on your system. Best used with Intra codecs. (aka, Prores ...)

I believe in this case the OP may be talking about flicker associated with lighting issues, or maybe time-lapse footage.

'interlace' can make flicker worse, no doubt …
but it is mainly a lights-frequencies vs shutter-speeds/frame rates issue
esp. modern LEDs do flicker like crazy, compared to 'hot-wire Edison bulbs' aka tungsten…
why do professional, dimmable LED-lights run with freq of 30.ooo Hz and above …

I also use it and besides time lapse flicker, it works for various other cases: (1) Auto-exposure stepping (2) Flicker due to LED or other pulse-width-modulated lighting, (3) Rolling horizontal bands due to mismatch between video shutter speed and AC power line frequency (4) Brightness flicker due to ceiling fans
It is very computer intensive to run (esp. on 4k). It's obviously better to get the shot right in the field vs fixing it in post. However this plugin fixes things that are very difficult to otherwise correct. If the price seems high, compare that to the price of reshooting, or telling the customer the footage can't be used.

Not on our shoots. My office and my home are all LED consumer bulbs, never once had a flicker issue. Florescent bulbs do in fact cause flicker, because of the pulse caused by the ballast that runs through the gas. Never had an issue with consumer LED bulbs, first I've heard of that.
But after reading this article from B&H, guess I've just been lucky.

They won't flicker if (a) they aren't dimmable or (b) use current dimming. If they use pulse-width-modulation dimming, then flicker is more likely. Of those two PWM is easier to implement and gives a wide dimming range. Current dimming is more electronically difficult and without special compensation can induce color shift.
There are also two other methods of LED dimming called leading edge and trailing edge AC dimming. I don't know how much those influence video flicker: www.eptronics.com/documents/Dimming%20Methods%20AppNote.pdf
The bottom line is nowadays all video shooters should be aware of the possibility and ideally do field playback checks on a monitor or laptop, not just the tiny camera LCD.
