That's a job for Motion. You'd crate them, save them as templates (Title templates) and then publish what you want to change on a regular basis (colors, text, etc).

In Motion, this is indeed basic… IF you're able to do the art-work in some 'Paint' app (Photoshop, Pixelmator, Affinity, et al) which allows to export as psd/Photoshop file. Then, the elements which should get that 'glitz' bar…

… should be on a separate layers (here: the blue curves and the red box), animate the 'shining bar' - done.
Publish the text parts (North Fork…), which allows to individualize those elements .

Same for the lower-third …

Finally, you'll have under the Generator tab this intro, and in the Inspector you can customize it to each project.

… no beginners task, but no rocket science… ;)

Thank you came up with an almost perfect Motion 5 tag line; "No beginners task, but not rocket science." Very good line!

Yes, you create a custom template. It could be either a title or generator. And be right there in FCPX any time you needed it. Motion is a heck of a lot of fun to learn and use.
