So far all upgrades to FCPX have been free. That is confirmed when you upgrade on the Apple site which is the only way you can upgrade.

No charge, true. but the upgrade may make you nuts. Suggest you take some time to review what's been said around here about the new version and heed the warnings about backing up your system, retaining your copy of 10.2, and making duplicate copies of your libraries before upgrading them to 10.3 because it's not reversible. And other stuff.
