With "project" you mean the FCP X term? Yes, you can render whilst working in a new timeline. When you quit, there will be a warning that background tasks are not finished. If you quit anyway, there is a chance that FCP X doesn't remember the aborted processes later, so beware.
Background rendering on or off?
Depends, is personal preference.
As I see it, rendering is for smooth realtime playback (preview) only. As long as there is realtime without it (either because your codec is FCP X-friendly or you use optimized media or your machine is fast), it makes no sense. And if you have a clip with (typically) Neat applied to it, you can select it and use ctrl r to render just the clip in question.

And rendering stops and waits while you're working, then starts again when you stop working. So background rendering, while working on other timelines, really goes slow. But, why render at all? I never render except manually when I need it for playback.
We did some testing at macProVideo.com once about this. Exporting a rendered timeline vs exporting a non-rendered timeline. The difference was negligible, not worth it, even though a pre-rendered timeline exported a tiny tad bit faster. You wasted time rendering it, then exporting it, when a straight un-rendered export would have simply been faster.
If you mean render in Adobe terms, as in an export, then yes, you can export one timeline while working on another. I do it non-stop all day long. Exports take longer, cause again, they pause while you do work in another timeline, then start again when you pause your timeline work.
