Hey folks....... a newbie here....... Is there a way when playing back through a film to pick a location that the wiper will always return to?

You mean the playhead? Not really. There is a "play around" function (Shift-/), and the playhead returns to its starting point. To adjust how far before and after it plays "around" where the playhead is, look for settings in Preferences, Playback, pre and post roll durations.

You can always mark a range in the timeline or the browser, and press "/" to play that in a loop. E.g,:
- Mark range in timeline with R command, then / to play in loop
- Or mark range in Browser by click and drag, then / to play in loop
- CMD-L toggles loop playback on/off
The marked range in the timeline can span multiple clips. In the Browser a range can only be within a single clip.

funny, 3rd time I read the expression 'wiper' for playhead ... illustrative
aside the manyfold keyboard-shortcuts to steer the wiper, (home, end, cursor up/down, <, >, …), another option could be to create a 'jump mark':
set a Marker (M)
ctrl-Apostrophe or ctrl-Semicolon (depends on direction)
