There is a circle with a check mark in the upper left. It's a dial when there's a background process.

Yeah I saw that....But is there no way to have that dial show a numeric percentage anymore?

Why? 1/4 is 1/4. And the numeric percentages in the old one were per task, not the total time it was going to take to complete ALL background tasks. So they could be misleading at times. Yes, it was bigger and easier to see, but trust me, I've been butt deep in 10.3 like you wouldn't believe. You get used to it, and you won't look back.

Okay fair enough. Maybe you can help me with this then...While I am using the "Simple Tracker" by Coremelt in Final cut pro it will no longer let me click "apply clip" it seems to be greyed out. I've only used this one time before since I downloaded TrackX but it seemed to work fine and let me clip "Apply Clip"...But I was on FInal Cut 10.2 for that ...Is there a compatibility issue with TrackX (by Coremelt) and FCPX 10.3 or am I just missing something??

If you click the dial during a running background task it will show you the percentage of completion in the resulting panel that opens.

Coremelt claims they're totally compatible with 10.3, but if you're having an issue, I'd contact them directly via their web site. Roger there is really good about supporting their products.
