afaik, you can not accomplish such an effect by plugin = automatically ...
this is rotoscoping = painted manually, frame by frame ...

There may be some plugin somewhere, for AE or something, but yes, this is a bit more complex. There's lots of masking, isolating specific elements in the video. I am seeing this a LOT in music videos, especially rap videos. Becoming a very popular effect Du Jour.

If you try to achieve a similar effect in your own work, you are going end up knowing a lot more about Motion, FCPX, animation in general, stop motion in particular, patience, and your ability to use a mouse or tablet.

.... uhm, to rotoscope a few shakey lines, no rocket-science involved, have a look:
painstaking but manageable
- open your clip in Motion by "create new project from file"
- select the paint brush, make your settings in the HUD
- start painting (done here quick#n dirty with a mouse)
- step 1 frame forward, hit O
- start drawing the next line...
- forward, out, line...
- forward, out, line...
- forward, out, line...
- forward, out, line... .....
painstaking but manageable
