In the 10.2.3 update the project properties is partly locked. 
For example: I can not change 1080p 23.98p to 25p .
Is there any way to change the frame rate of an existing project?

You can't change the timebase of a project with media in it. Select all. Cmd-X. Change the frame rate. Cmd-V. Check the edits to see how they've shifted with the new timebase.
