using final cut pro x I am trying to fade up the audio. the audio bar will not create a point where I can fade up to normal volume. If I move the control it only raises the entire volume.

You need two keyframes, one where the level change starts and the other where it ends.

Hi Robert
You can also select a "Range" within the clip using the "r" key, then you can raise the levels just within the Range. Using the Range tool automatically inserts 2 keyframes on each side of the range.
You may find that if you have a low level recording, you may need to apply a "Gain" effect from the Audio portion of the Effects and raise the overall level of the clip. You can adjust this in the Inspector pane.
Hope this helps, Greg
