Go to Final Cut Pro preferences, under the editing tab you'll find an option to set the default duration for still images.

2 ways to approach this. First, before importing, set Preferences > Editing > Still Images: (default duration). Second is after the fact, when you drop them into the Timeline, select them all at the same time. Control-D, type in 20, hit Return.

BenB is correct with one slight clarification - to make the jpgs 20 seconds you need to CTRL-D and then type 20 AND the comma, or type 2000 to make them 20 seconds in length.

Right, forgot the period (I don't use the comma).

Stills are ALWAYS imported with a duration of 10 seconds. This means that any still in the Browser always has a fixed duration of 10 seconds (except for layered PSDs), and there is no way you can change this.
The" stills edit duration" in the preferences window does what it says: it sets the duration of a still when you click on it in the browser before you edit it in the timeline. If the stills edit duration is set to 4 seconds in preferences and you click on a still in the browser and press D, 4 seconds of that still will be added to your timeline.
Like other posters said: if you want to change the duration of a still on the timeline, you select the still and press CTRL+D. Then you enter the duration you wish and you press Enter. This can be done for multiple stills at the same time.
