Is there a way to create a title in Motion with a behavior applied that once published in FCPX you can adjust the speed of the behavior from FCPX?

If I understand you correctly, Yes.
What you need to do is set up the title in motion as you normally do.
Set up the title so it plays default, they way it would mostly be used in FCPX
Some behaviors (most I think) have perimeters that can be published to FCP.

It can get a bit in depth trying to explain it, so I attached 2 filters (not titles) that do what I think you are asking about. I find many times that using filters instead of titles works better in many cases (just add titles withing the filters in motion).
The filters I supplied may be missing some assets, but they are not needed to see how the filters get created..

The answer is "It depends" - there are over 100 behaviours in Motion. You can't directly control the in and out point of a behaviour in Final Cut. Some have parameters that are relevant to speed control within Final Cut Pro X. Some allow you to control when a behaviour is applied during the life of the behaviour.

The main catch is that Final Cut stretches Motion templates to match the length of the clip specified by in and out points in the timeline.

If you want to prevent Final Cut stretching a title's build in and build out animations, use "Build In" and "Build Out" markers: help.apple.com/motion/mac/5.2/index.html....lproj#/motn141bc9de

If you want to control how fast behaviours animate within build in and build out periods of a title template, you need to rig the relevant behaviour parameters. More on rigging: help.apple.com/motion/mac/5.2/index.html....lproj#/motn13f20579
