Can a blu ray image be burned to disc with toast? If so how and if not can something else do it?

Yes it can, FCPX can also, as well as a few others.

In toast I got a message saying it was not a valid file. I couldn't find instructions on how to burn an image either. I've never had to before.

Oh, wait, you have a Blu-Ray disc image? Simply burn that to a Blu-ray disk as a regular data DVD. That's all Blu-Ray video is, the properly formatted files on a Blu-Ray data disk.

Titanium Toast requires the Pro version of Toast 12 or the optional Blu-Ray plug-in for creating/burning BD disks. BD is not included in standard Toast.
You also have to have a BD burner if you are going for full BD disk file size, otherwise it is possible to burn small/short Blu-Ray vids on regular DVDs.

Hope this helps, Greg

I am using Toast Titanium 11 with the Blu Ray HD plugin. I have an external BD burner for my Mac that I have been using for a couple of years without any problems except I can't figure out how to burn a BD image.

From the test done here, the way to go from a FCPX generated "DVD or BLUERAY image" file is :

1- with TOAST use the COPY mode (from disk image), but easier
2- as BenB proposed, just mount the image file and burn the mounted disc. (right click contectual menu)
