Is it possible to create graphics similar to the ones in this video in Apple Motion?

Probably yes, but rather than creating the graphics themselves in Motion it seems to me that it is best to create them somewhere else and animate them directly in FCP X. You may, for example, take advantage of layered photoshop images with transparency to do this, and animate the layers.

You may want to create an *effect* in Motion, publishing rotation along the Y axis, as well as position along the Z axis - the normal rotation available on FCP X is only around the Z axis, and position controls only X and Y. This will make it easy to do the sort of animation that appears in the video.

As another alternative, you might want to do the video itself in Motion and use behaviors to do the graphics animation.

You may

Do it all in Motion. That would be a breeze. I'd use keyframes, not behaviors. Simple text and lines. Each section that moves independently, put that in its own Group. Animate the groups. Add a camera, and fly the camera around as you wish. You're be creating graphics just like in Photoshop or (better yet) Pixelmator. You'll be animating them like in FCPX, but with more flexibility (3D space and cameras). One app, one timeline, super simple to do, not a big deal.
