Blade cut issue. Jumping to frame on right or left (With picture_

Hello I am having blade cutting issues in FCP I am seeing that when I use my blade tool it is jumping to the left frame or right frame and now there is a grey frame border on top of my timeline that I never have seen before. If i open older projects I can cut with the blade where I please but for some reason when I have opened new projects I am experiencing that FCP is not allowing me to cut anywhere else other than the beginning of the frame. I attached a picture positioned where I was trying to make a cut and where it was actually cutting. If there is a setting I can disable or remove the jump to frame setting I would be very happy! Thank you ahead of time for any input!

You can only ever cut video between frames. You cannot cut in the middle of a frame of video. What would a third of a frame of video look like? You're probably noticing it because you're zoomed into the timeline.

The grey line is 1 frame. You can cut video on frame boundaries only, audio you can cut on a subframe.
