Text effect - electric noise disturb

Hello everybody, I'm getting crazy to find out how to create an effect on some text fields for a credits sequence.
What I'm looking for is a plugin or a workout in general to create the following visual effect:
I have some text (opening credits for a short documentary)
and a noise as underscore (old vintage radio out of tuning noice, old radio crackle sound effect, the noise you get when move the tuning pot randomly)
Would love to have the text to follow the noice (more or less) as it gets out of "video sync", with some deformation of the font shape. I have clear it in mind but can't explain it properly... English isn't my native language.
I have seen somthing similar in the past on a lot of movie but can't remember any Movie Title at all...
Hope you can help me in solving that issue.

For a start, add from FCPX' list of effects the Bad TV effect to your title - that adds a nice 'shiver' and 'scan lines'

Second, forum member RJ donated the community a Color Abberation Effect

which adds even more 'damage' to your title...
