How do I add Colour, Outline, Glow, Drop Shadow etc to each letter of a name that is in a title clip. Can this be done in FCP?

Yes, in the Inspector. Select a title clip in the Timeline, go to the "Text" section of the Inspector. To effect each letter individually, just highlight that letter and make changes.
