Does anyone know of a plug-in that will create a step frame or skip frame?

I'm looking for a stuttery visual similar to the type of look that was popular in the mid-90's.

AKA Strobe!!
If you have Motion 5, you can create a Final Cut Effect and add Filters>Time category>Strobe
